In the (admittedly not-really-canonical) Bojack Unbound film, a dead Goku actually does use Instant Transmission to return to earth, but he remains for only mere moments -just long enough to punch Bojack and give a few words of encouragement to Gohan- before returning to Other World. If you try to escape Other World as a dead person, you'll find you either can't to begin with, or won't get very far before you're brought back to where you belong. You die, whatever anchors your soul to your body severs, and your soul is inexorably drawn to Other World where it remains bound until reincarnation or resurrection (or an exemption like the 24-hour pass). However, my personal assumption is that there are forces and mechanisms (or "magics" if you will) in the Dragon Ball universe that simply defy resistance, and the mechanism of death and afterlife is just one of those irresistible forces.
